Lorna is an experienced transformation specialist, having worked in a range of senior roles within both the public and private sectors delivering innovative models of service delivery and design.
Lorna is a specialist in whole system change, creating new operating models for organisations from vision through to new sustainable services where frontline service delivery is protected by designing services from first principles. In these times of austerity, Lorna and the team have developed a radical approach to addressing service design which achieves efficiency without compromising on effectiveness. Lorna most recently acted as lead consultant to create a unique integrated, adaptive operating model for a local authority to introduce a range of new capabilities around ‘customer management’, ‘digital by design’, ‘information as an asset’ and ‘service commissioning’ which will transform service delivery. Lorna is currently reviewing a local authority’s community service provision and delivery model to identify the most sustainable future model for service delivery.
As Director of Service Improvement for the East Lancashire e Partnership she established two award winning shared services (Consultation and Procurement) across the five East Lancashire district authorities. As Head of Change Management at Leicestershire County Council, Lorna established a new Change Management Team and a wide ranging Corporate Change Programme. Since leaving the public sector, Lorna has continued to be passionate about improving service delivery and has supported a range of NHS and Local Government clients in delivering a variety of commissions including shared service development, programme design and delivery, corporate planning and change and project management training.
